1. Odd seasons for included leagues

• Aetolian League - all Division Two tables
• Birmingham Combination - anything before World War II
• Central Midlands League - some lower divisions in the mid 80s
• Dorset Premier League/Combination - anything before 1979
• Hampshire League - anything before 1980
• Kent League - anything before 1972
• London League
• Northern Alliance - since 76-77 is in, and also a few seasons from it's very early days.
• Somerset County League - anything before 1988 (except top 2 divisions 86-88)
• Wearside League - anything before 1974
• West Lancashire League - anything before 1988

2. Completely missing leagues

• Aetolian League
• Anglian Combination
• Oxfordshire Senior League
• Parthenon League
• Shropshire County League
• West Riding County Amateur League
• Wiltshire League

I guess the next step is to look at all the existing leagues that have Step 7 divisions, and see how far back I can go with each of them.
